The lecture connects literature and urban management through the theme of floods. From "The Bronze Horseman" to municipal plans, listeners will see how water reveals the city's vulnerabilities, fear of the elements, limits of protection, and ways to turn chaos into a system of measures, responsibilities, coordination, and urban experience. A flood in the city is always more than a natural event. It tests the strength of streets, houses, bridges, the usual order, and the human sense of security. In literature, water often comes as a force that disrupts boundaries: personal, urban, social. In a research perspective, the same risk is described differently - through instructions, lists of responsible parties, action plans, and procedures for service interaction. In the lecture, these two languages will be examined side by side. The artistic part will address how floods appear in texts - from "The Bronze Horseman" to "Little Trolls and the Big Flood."
